Goal: to establish a comprehensive support program for people who need outside help due to age or health status, to provide them with balanced social services and medical care in a familiar, comfortable environment, as well as providing support to their families.

Brief description: The government provides the interaction of the social service system with medical organizations, exchange of information about patients and creation of teams for their service. The system of long-term care for elderly and low-mobility citizens should work in all regions of Russia. So far, the system has been launched in pilot mode in 34 regions. Comprehensive social service centers are being opened. There are permanent schools where relatives of bedridden patients can learn the basics of nursing. People in need can get individual mobility aids for free. There are also day care units in the centers where psychologists and neurologists work with walking patients to develop mental functions. A network of state boarding schools for the elderly is being developed.
