As part of the BRICS activities held in Rio de Janeiro, a new memorandum of cooperation was signed between Brazil and Russia to strengthen consumer protection policies—particularly in the digital environment.
The agreement was formalized by Mr. Gutemberg Fonseca, Secretary for Consumer Protection of the State of Rio de Janeiro, and Ms. Alsu Nabieva, a member of the Council of the Central Union of Consumer Societies of the Russian Federation and Rector of the Russian University of Cooperation.
The memorandum sets the foundation for bilateral collaboration focused on the exchange of best practices and experiences in areas such as consumer rights in e-commerce, product safety standards, and policies aimed at protecting tourists as consumers.
During the signing ceremony, Secretary Fonseca was officially invited to present the Rio de Janeiro Consumer Protection Secretariat’s case in Russia, recognized internationally for its public-private cooperation and innovative approach. The presentation will take place at an international conference attended by representatives from 15 countries.
“This type of bilateral initiative reflects the BRICS spirit of building bridges between governments, businesses, and civil society in areas that directly impact people’s lives,” said Mônica Monteiro, Global Chair of the BRICS Women’s Business Alliance. “As we work to unlock economic potential, it’s equally important to ensure consumers—especially women and digital users—are protected and empowered in the marketplace”, she added.
The cooperation between Brazil and Russia underlines the broader BRICS agenda of promoting inclusive, secure, and sustainable development, with a focus on strengthening governance in emerging digital economies.
