On December 10, 2024, a significant cooperative agreement was signed between the BRICS Women’s Business Alliance South Africa, represented by Mme Lebogang Zulu, and The Intrud Agency, led by Mme Irina Baranova, in Moscow. Facilitated by Mr. Vitaly Nikiforov, the Memorandum of Cooperation signed is set to address the shortage of construction workers in Russia by creating and implementing the BRICS Labor Resources partnership project. This project focuses on facilitating international agreements to attract foreign labour in civil engineering specializations, enhancing workforce management through innovative technologies, and organizing selection processes to ensure the suitability of candidates from labour-supplying countries.

The agreement aims to foster an exchange of human resources across BRICS member countries and Africa, ensuring mutual benefits in workforce and human capital development. It includes organizing business missions and creating a communicative system among construction industry employers in BRICS countries, applying advanced management technologies for optimal cooperation outcomes. The Expanded BRICS Women Foundation (EBWF) and The Intrud Agency commit to closely collaborate on these initiatives, coordinating efforts to form staffing solutions, monitor project implementations, and support the professional growth of the workforce through structured engagements and forums.

The partnership outlined in the memorandum is comprehensive, touching on various facets of employment and professional development within the construction industry. It includes protocols for legal, logistical, and operational support to facilitate not only mobility of labour but job placement and skills development opportunities for African in Russia. This strategic cooperation is not only a response to immediate labour demands but also a long-term initiative aimed at enhancing the construction industry’s capacity and resilience through international collaboration and shared expertise.

Driven from an Inclusive Economic Working Group perspective, this strategic partnership paves the way for a new era in construction and workforce development. It creates a blueprint for global economic resilience and shared prosperity through international collaboration and skill-sharing, ensuring sustainable growth across BRICS nations and beyond.
